Runs small

5’3, 120 lbs. Few Moda’s XS usually runs true to size, but I was unable to put this on—it was way too small. Tried stepping into it (unable to pull it up over my butt) and also putting it on like a shirt (bottom has no give and won’t fit over my shoulders). Returned.
